Dr. Charles E. Thurman

Dr. Charles E. Thurman is the currently the Acting Chief Data Officer, Office of the Naval Inspector General, Washington Navy Yard, Washington D.C. Dr. Thurman is responsible for planning execution of Navy IG data strategy, measuring results, and continuous improving processes, products, and services. He leads program metric data collection and prepares trend analysis results, acts as a liaison with organizations and individuals to coordinate efforts on using metrics and information for program status and improvements, and documents data and information from IG enterprise-wide core and enabling function findings. He was appointed to this position in February 2015.

During more than 24 years of military service, Dr. Thurman served in a broad range of Air Force and joint operations. This includes assignments in the Asia-Pacific region, European region, and within the United States. He concluded his active-duty career as Superintendent, Budget Division and as a member of the Crisis Action Team responding to the September 11 2001 Attacks, Office of the Chief of the Chaplain Service, Headquarters U.S. Air Force, Pentagon and Bolling AFB, Washington D.C. During this time, Dr. Thurman served for more than 13 years as an Adjunct Instructor with Central Texas College and Park University—teaching courses in Criminal Justice, English, and Psychology.

Dr. Thurman completed his Doctorate in Education at California Coast University, graduating Magna Cum Laude. He received his Master of Arts Degree in Education from Northern Arizona University and Bachelor of Arts Degree in Religious Studies from Regis University.

Following his military retirement, Dr. Thurman first served as a loan officer with SunTrust & Citizens Banks. Returning to government work, he provided two years of consulting support to Air Force Acquisitions (SAF/AQ) in completing the Acquisition Improvement Plan (AIP), Acquisition Process Model (APM), and numerous other Air Force Priority #5 (Recapture Acquisition Excellence); and as a consultant with Air Force Operations, Plans, and Requirements (SAF/A3/5) AFSO21 Office as a Senior Strategic Planner, Balance Scorecard Practioner, and Process Engineering Specialist/Facilitator. In 2011 he was assigned as a Management & Program Analyst for the Air Force Deputy Chief of Staff for Operations, Plans and Requirements; formulated governance, processes, and measures to support air, space, irregular warfare, counter proliferation, homeland security, weather, and cyber operations. In 2012 he was assigned as a Management & Program Analyst for Surgeon General of the Air Force; directing policy direction and performance with full authority and responsibility for directing all activities of the Workflow Management Division responsible for obtaining and providing a variety of management services essential to the direction and operations of the Classified and Unclassified workflow and correspondence management function actions. In 2013 he served as Management & Program Analyst for Defense Health Agency (DHA), Program Executive Office (PEO), Defense Healthcare Management Systems (DHMS); responsible for development and implementation of the PEO management internal control program; promoting risk management and reasonable assurance towards the use of financial resources across forty programmatic and engineering functions; and leading development of Programmatic governance and process for five functional areas and more than 50 sub-processes.

Dr. Thurman’s Military Awards include: Meritorious Service Medal, 2 Oak Leaf Clusters; Joint Service Commendation Medal; Air Force Commendation Medal, 3 Oak Leaf Clusters; Air Force Achievement Medal; Air Force Good Conduct, 7 Leaf Clusters; National Defense Service Medal, 1 Oak Leaf Cluster; Armed Forces Service Medal; Military Outstanding Volunteer Service Medal; NATO Medal. He was the Ogden Air Logistics Center/75th MSSq NCO of the Year, 1995 and Four Time NCO of the Quarter recipient. He is an Eagle Scout and Certified Lean/Six Sigma Master Black Belt/Certified AFSO21 (Air Force) Black Belt.
